The agenda included:
- review of the results of the first stage of the joint anti-terrorism exercise Dushanbe-Anti-Terror-2017 of the CIS competent authorities conducted with the coordinating role of the CIS ATC in May this year in the territories of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan;
- conduct of the second (final) stage of the exercise including a counter-terrorism operation at the key infrastructure facility, as well as a joint tactical operation of the Russian and Tajik armed forces to block and eliminate large armed terrorist groups which have penetrated a state border;
- meeting of the Scientific and Advisory Council at CIS ATC.
The opening of the get-together was attended by the Head of the CIS Anti-Terrorism Centre Colonel-General of Police Andrey Novikov; the Chair of the State Committee of National Security of the Republic of Tajikistan Lieutenant-General Saimumin Yatimov, Counsellor to the President of the Republic of Tajikistan Sherali Khairulloev, Minister of Defence of the Republic of Tajikistan Lieutenant-General Sherali Mirzo, Minister of Interior of the Republic of Tajikistan Lieutenant-General Ramazon Rakhimzoda.
The Head of the CIS ATC A. Novikov, summarizing the results of the first stage of the exercise Dushanbe-Anti-Terror-2017, noted that its concept considered not only the situation developing in the region but an increasing activity of the leaders of the international terrorist organizations to replace losses among the supporters through on-line recruitment (click here to read full statement in Russian).
"We have focused special attention to prevention of recruitment of the citizens working at the key infrastructure facilities, strategic objects which might be a target for the terrorists. Together with our partners we have tested equipment designed to intercept IP-traffic and social media traffic.
I take this opportunity to note a high degree of involvement of the competent authorities of the Commonwealth states in organisation and conduct of all stages of the exercise which are characterized by a complex concept made available thanks to new forms of cooperation and engagement of armed forces", the CIS ATC's Head highlighted.
The President of the Republic of Tajikistan Emomali Rakhmon has sent his greetings to the participants of the get-together. It has been stressed that the fight on terrorism, extremism and drag trafficking will demand a consolidated approach from the CIS states.
During the second stage of the exercise (on 31 May and 1 June), the special units of Tajikistan's State Committee of National Security with the support of the Tajikistan's Ministry of Interior practised joint actions to release hostages and neutralise simulated terrorists who have committed armed takeover of the republican TV-Centre in Dushanbe, the EMERCOM units demonstrated actions to minimise consequences of the conducted counter-terrorism operation.
The troops of the Ministry of Defence, National Guard of the Republic of Tajikistan, Central military district and aviation group of the Russian armed forced conducted a joint tactical operation to block and eliminate simulated armed gangs which have penetrated a state border of the Republic of Tajikistan.
The operational phase of the exercise Dushanbe-Anti-Terror-2017 took place on the Kharb-Maydon and Lyaur ranges. Mobile control posts, units of long-range, military transport, operational-tactical and unmanned aviation, missile troops, artillery and special forces were redeployed to the area of the exercise.
It was for the first time that Russian Iskander-M tactical ballistic missile system was engaged in the CIS joint anti-terrorism exercise to solve combat missions.
