The Commonwealth of Independent States
Anti – Terrorism Center

Organizational activities

The anti-terrorism cooperation of the Commonwealth states is implemented in compliance with Program of cooperation of the CIS member-states in combating terrorism and extremis, which is elaborated by the CIS ATC.

The Program is approved by the Council of the Heads of CIS states and is aimed at strengthening and building joint anti-terrorism capacities of the Commonwealth states.

This is achieved through a number of the organizational activities accomplished by the CIS ATC.

Thus, the Center organizes an annual Meeting of the heads (chiefs of staff) of the national anti-terrorism centers of the CIS member-states. The range of reviewed issues is very wide - from analyzing the influence of global political and socio-economic processes on the rise of terrorist activity to developing joint measures taken by the competent authorities of the CIS states.

Improvement of the practical interaction between the competent authorities of the Commonwealth states during joint and/or coordinated operations is on agenda of the annual Get-together of the executives of anti-terrorist units of security agencies and special services of the CIS member-states.

Annual Regional expert consultations of the representatives of practical units of security agencies, special services and law enforcement authorities of the CIS member-states dedicated to the fight on terrorism and extremism are an integral element of this work. The consultations offer an opportunity to discuss situation in the Commonwealth countries, including the Central Asian region, amid the activities of the international terrorist organizations, exchange accumulated anti-terrorism experience and elaborate joint measures to address terrorist threats.

The standing meeting at the Head of CIS ATC with participation of authorized representatives of the Commonwealth countries to the CIS ATC is an efficient tool of interaction between the CIS ATC and competent authorities. Quarterly meetings review situation in the field of counter-terrorism and counter-extremism in the territory of each CIS state and improvement of interstate cooperation.
