ESTABLISHED BY THE DECISION OF THE COUNCIL OF THE HEADS OF SECURITY AGENCIES AND INTELLIGENCE SERVICES OF THE CIS MEMBER-STATES AS OF 16 MAY 2002
It operates in compliance with the Regulation on the Scientific and Advisory Council at the Commonwealth of Independent States Anti-Terrorism Center.
In its work the Scientific and Advisory Council follows the norms and generally accepted principles of international law, CIS fundamental documents, national legislation of the CIS member-states, Regulation on the CIS ATC, and decisions of the Council of the Heads of Security Bodies and Special Services of the CIS member-states.
In the exercise of its functions the CIS SAC cooperates with the governmental representational bodies, ministries, departments, scientific, research and educational establishments of the CIS competent authorities as well as independent scientists and specialists.
Main missions of the CIS SAC:
1. Participation in elaboration of proposals aimed at improving counter-terrorism and counter-extremism efficiency, preparation of model regulatory acts, draft statutory and regulatory acts and international treaties (their separate parts) regulating functioning of the entities in combating terrorism and other forms of extremism.
2. Examination and preparation of draft opinions on proposals, draft decisions and documents submitted to the CIS ATC.
3. Analysis of international treaties and national legislation of the CIS member-states which regulate counter-terrorism relations for the purpose of elaborating proposals aimed at coordination and harmonization with the international law of all statutory and regulatory base of cooperation in this sphere as well as harmonization of the anti-terrorism legislation of the CIS member-states.
4. Preparation of proposals on elaboration and improvement of the CIS ATC concept of operations.
5. Participation in preparation of joint exercises and other events aimed at improvement of the logistical and other applied counter-terrorism aspects in the CIS member-states.
6. Participation in preparation and holding of workshops, symposiums, round tables, conferences, meetings dedicated to countering terrorism and other forms of extremism in the CIS member-states.
7. Participation in publication of the CIS ATC information bulletin.
Representatives of the leading think tanks and educational institutions, specialized universities and colleges of the security agencies, special services and law enforcement authorities of the CIS states are among permanent and part-time members of the Scientific and Advisory Council.
The Scientific and Advisory Council at CIS ATC is chaired by Dr. Marianna Kochubey, a police colonel.
When deciding upon the topics of the meetings, the Scientific and Advisory Council is guided by the states' demands, specific terrorist threats, appearance of new terrorist technologies and destabilizing algorithms, and combination of technological, legal and management approaches makes it possible to shape a consolidate stand of the scientists on each and every specific problem and offer an algorithm of its solution to the competent authorities.
Following the Council meetings the CIS ATC prepares guidelines, conference proceedings, monographies which are further used in practice of the competent authorities and educational process of the specialized universities and colleges of the Commonwealth states.
