The priority lines of the Anti-Terrorism Center’s work in the field of legal support include:
Improvement of the legal framework of the Commonwealth in the field of counter-terrorism and counter-extremism;
Efforts to bring together the legislation of the CIS member states in the field of counter-terrorism and counter-extremism and the accession of the Commonwealth countries to international obligations in this area.
The Center participates in the work of the CIS bodies, primarily the Council of Heads of Security Agencies and Special Services of the CIS member-states, and submits for their consideration draft legal acts on issues pertaining to combating terrorism and extremism.
The Anti-Terrorist Center of the CIS member-states develops and strengthens interaction with the Inter-Parliamentary Assembly of the CIS member-states (IPA CIS).
Representatives of the Center take part in the events of the Assembly and its bodies (Council, Joint Commission under the CIS IPA on the harmonization of legislation in the field of security and countering new challenges and threats, CIS IPA Standing Commission on Defense and Security, other commissions), as well as in preparation of model legislative acts and comments to them.
Officers of the CIS ATC are invited as experts to attend events of partner international structures (UN, OSCE, SCO, CSTO, etc.), where coordinated legal positions on countering terrorism and extremism are promoted through joint efforts.
This activity has resulted in elaboration of more than 300 legal acts, including laws on countering terrorism and extremism, on border security, on security of major sport events and others.
