An extended meeting of the Scientific and Advisory Council at the CIS Anti-Terrorism Center (SAC) was held in Moscow on November 2, 2022. The event was attended by the representatives of the security agencies and special services акщь 8 Commonwealthstates, including Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia and Tajikistan; 10 statutory and branch cooperation bodies of the CIS, including Council of the Heads of Security Agencies and Special Services, Council of Inter-Parliamentary Assembly, Council of the Ministers of Interior, Council of Border Troops Commanders, Council of the Defense Ministers, Coordinating Council of Prosecutor Generals, Council of Heads of Financial Intelligence Units, Council of Heads of Penitentiary Services, Council of Heads of Customs Services, Council of Heads of Migration Authorities; 3 international organizations, namely Regional Anti-Terrorist Structure of Shanghai Cooperation Organization, Collective Security Treaty Organization, Eurasian group on combating money laundering and financing of terrorism; 4 think tanks and educational institutions, including Institute of State and Law of the Russian Academy of Science, Moscow State University named after M.V. Lomonosov, Moscow State Linguistic University, Russian State University of Oil and Gas named after I.M. Gubkin and one public organization – Academy of Military Sciences.
In his opening statement the CIS ATC’s Head Colonel General E.S. Sysoev noted that rapid change in geopolitical situation and ongoing transformation of the entire international security system cannot but influences the security of the CIS states. This demands adequate changes in the comprehensive measures taken by the Commonwealth states to oppose new challenges and threats. And therefore, scaling up of joint efforts in scientific and methodological support to those measures. The even offered an opportunity to exchange views on a wide range of issues in counter-terrorism and counter-extremism, among them were legal and scientific support of the competent authorizes’ efforts and information warfare.
A new composition of SAC was reviewed at the meeting. It included 10 doctors of science and 11 candidates of science in variable fields of knowledge (philosophy, political science, law, history, psychology, sociology, military sphere) from 8 CIS states, 6 CIS bodies, 5 scientific research and educational organizations, that should contribute to improving the expertise of the Council, have a broader look at the scientific support for counter-terrorism and counter-extremism activities.
A Memorandum of Cooperation between the CIS Anti-Terrorism Center and Moscow State Linguistic University was signed on the sidelines of the event under which the parties proceeding from mutual interest in strengthening and developing their cooperation have agreed to cooperate in scientific-organizational and educational-methodological spheres, participate in the events, organization of joint scientific researches on counter-terrorism and counter-extremism topics.
The meeting was held in a creative and constructive dialogue.
