The CIS Anti-Terrorism Center’s delegation led by Center’s First Deputy Head Zh.N. Saipoldaev took part in the International Research-to-Practice Conference on “Cyber-Crime in the Commonwealth of Independent State: Modern Trends and Lines of Cooperation” held under the auspices of the Council of CIS Ministers of Interior at the Makan Esbulatov Academy of the Ministry of Internal Affairs of the Republic of Kazakhstan in Almaty, Republic of Kazakhstan on May 24, 2023.
The event brought together officers of the internal affairs agencies, experts of the scientific and educational institutions of 8 states of the Commonwealth (Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan), representatives of branch cooperation bodies of the CIS, public organizations dealing with fight on cyber-crime.
The discussions covered development of digital technologies and information society, as well as promising lines of cooperation of the law enforcement agencies of the CIS in fighting on crimes committed with use of information-communication technologies.
The conference participants paid particular attention to a number of criminal trends, including the following:
use of information-communication technologies for terrorist purposes, including propaganda of extremism and involvement of new followers to the radical activity;
rise of drug crimes committed online with use of information-communication technologies;
criminal use of digital financial assets, including crypto-currencies.
In his remarks Zh.N. Saipoldaev noted that the key elements of anti-terrorist protection of critical information infrastructure were formed in the CIS area, and measures were taken to protect them from cyber-attacks and unauthorized tampering into the control systems.
He stressed an importance to further develop cooperation of the Commonwealth states in protection of information security and highlighted a necessity to engage the capacities of the base organizations while conducting joint applied researches that would make the development of the law enforcement work systematic, ensure integration of the scientific and educational activity and improve the professional competencies of the officers.
The presentations of the Center’s representatives reflected international legal frameworks of counteraction to cyber-crime in the CIS territory as well as measures undertaken by the competent authorities to prevent and suppress illegal operations of the international terrorist organizations in the cyber-space.
The conference concluded by adoption of a resolution.
