The CIS ATC’s representative took part in the national consultations for Turkmenistan on the Counter-Terrorism Early Warning Network for Central Asia organized by United Nations Office of Counter-Terrorism (UNOCT) in close cooperation with United Nations Regional Center of Preventive Diplomacy for Central Asia (UNRCCA) on July 20-21, 2023 in Ashgabat.
During their working meeting, representatives of the governmental authorities of Turkmenistan and international organizations deployed in the Republic reviewed the situation developing in Afghanistan and its impact in Central Asia.
The participants discussed joint criteria and approaches to regional security.
The participants were familiarized with the best practices of the regional organizations, including CIS ATC in organization of information exchange and cooperation with civil society institutions in preventing and countering terrorism and extremism.
The Early Warning Network initiative was developed under the joint UNOCT/UNRCCA project “Towards a Comprehensive Implementation of the United Nations Global Counter-Terrorism Strategy in Central Asia – Phase IV” aimed to expand regional cooperation and exchange of information on Afghanistan-related issues.
The Counter-Terrorism Early Warning Network for Central Asia is aimed to:
- improve cooperation and coordination between the law enforcement agencies, including through improved exchange of information on Afghanistan, strengthen regional links between the competent authorities, other structures and organizations;
- build capacities of the law enforcement authorities, security agencies, custom and border services at the national and regional levels in elaborating efficient counter-terrorism strategies and measures for adequate response to the challenges and threats to security related to Afghanistan;
- provide access of the law enforcement authorities, security agencies, custom and border services of the Central Asian states to the best practices and leading methodologies of counter-terrorism and prevention of extremism;
- develop joint assessment reports which will include general assessment of the situation, analysis of the key trends, outcomes and recommendations at the national and regional levels in compliance with the human rights and with due consideration of the gender aspects;
- improve cooperation with other international organizations, regional mechanisms, including CARICC, CICA, CIS ATC, SCO RATS, SCTO, etc.
