ONLINE SIDE EVENT ON “INTEGRATED SECURITY OF CRITICAL INFRASTRUCTURE: THE CIS EXPERIENCE” (MOSCOW - VIENNA)

On 14 September 2020, the CIS Anti-Terrorism Center in co-operation with CIS Security Research Institute and Gubkin University of Oil and Gas organized a side event on “Integrated Security of Critical Infrastructure: the CIS Experience” on the margins of the OSCE-Wide Counter-Terrorism Conference 2020 on “Effective Partnerships against Terrorism and Violent Extremism and Radicalization that lead to Terrorism”.

The side event was held online in Russian with simultaneous interpretation into English. Almost 26 representatives of states and international organizations, including SCO, CSTO, OSCE, CEPOL, CTED, as well as Armenia, Kazakhstan, Russia, Tajikistan, Ukraine, Turkey, Great Britain, etc., and a number of NGOs registered as participants of the OSCE-wide conference gathered online to attend the event.

The speakers from the CIS ATC, Security Research Institute and Gubkin University presented their findings on critical infrastructure protection.

The CIS Anti-Terrorism delegation was led by the Center’s First Deputy Head Zhanat Saipoldayev. In his statement Mr. Saipoldayev noted that the fuel and energy complex was going through a period of rapid automation and informatization of the production processes, their robotization followed by penetration of artificial intelligence elements. Large-scale transformations are leading to new security challenges of hybrid and multi-vector nature that dictates a necessity in comprehensive approach to anti-terrorism protection of the critical infrastructure facilities.

The CIS Anti-Terrorism Center has dedicated a number of events, including joint anti-terrorism drills and command staff exercises with the participation of the security agencies and special services of the CIS states, to the protection of the critical infrastructure, Zh. Saipoldayev said.

He also stressed that anti-terrorism protection of critical infrastructure, especially in the today’s environment, should be comprehensive and could not rest on a security component only. Both training of technical specialists and scientific support play an important role in this process. This is very much facilitated by a partnership of the CIS Anti-Terrorism Center, CIS Security Research Institute and Gubkin University, Saipoldayev added.

A related compendium prepared by the CIS ATC, Research Institute and Gubkin University was presented to the audience at the close of the event.
