IX REGIONAL EXPERT CONSULTATIONS OF THE REPRESENTATIVES OF THE SECURITY AGENCIES, SPECIAL SERVICES AND LAW-ENFORCEMENT AUTHORITIES OF THE CIS MEMBER-STATES ON COMBATING TERRORISM AND OTHER VIOLENT MANIFESTATIONS OF EXTREMISM

The IX Regional Expert Consultations of the representatives of the security agencies, special services and law-enforcement authorities of the CIS member-states on combating terrorism and other violent manifestations of extremism and III Meeting on organization of cooperation in interstate search of perpetrators of terrorist crimes were held by CIS ATC in cooperation with the State Committee of National Security of the Kyrgyz Republic on 30 May 2019 in Osh, Kyrgyz Republic.

The event brought together delegations of the State Security Service and Ministry of Interior of the Azerbaijan Republic, National Security Service of the Republic of Armenia, State Security Committee and Ministry of Interior of the Republic of Belarus, National Security Committee and Ministry of Interior of the Republic of Kazakhstan, State Committee of National Security and Ministry of Interior of the Kyrgyz Republic, Federal Security Service of Russia, State Committee of National Security of the Republic of Tajikistan, State Security Service and Ministry of Interior of the Republic of Uzbekistan; representatives of the BKBOP, Coordination Service of Border Forces Commanders’ Council, Council of Heads of Financial Intelligence Units and Council of Heads of Penitentiary Services of the CIS member-states.

The agenda covered a set of practical issues of countering terrorism and extremism in the Commonwealth states, their prevention amid rising common threats posed by international terrorist organizations. The topics brought to the discussion of the expert consultations derived from the analysis of the operational situation in the region and in the world which despite of the measures taken by the international community feature high level of terrorist threat to the Commonwealth states.

Among the drivers of such situation are use of migration channels by international terrorist organizations for implementation of their plans to saturate the regions with the persons having combat experience; formation of “sleeper” cells; recruitment activity, as well as boost of outreach activity aimed at destabilization of situation in the CIS member-states. The outcome document of the consultations has included the proposal and recommendations on coordinated work of the security agencies, special services and law-enforcement authorities intended for reduction of terrorist threats.

The regional expert consultations are the annual activity of the CIS Anti-Terrorism Center organized at the CIS ATC branch in the Central-Asian region for the purpose of sharing best practices and elaborating coordinated approaches to countering terrorist and extremist manifestations in the Commonwealth of Independent States.
