V Regional expert consultations of the representatives of the counter-terrorism and counter-extremism practice units of the security bodies and special services of the CIS member-states (25-26 November 2015, Almaty, Kazakhstan)

The event is attended by delegations of the security agencies, special services and law enforcement of Ministry of National Security of the Republic of Azerbaijan, State Security Committee of the Republic of Belarus, National Security Committee, Ministry of Interior and Office of the Prosecutor General of the Republic of Kazakhstan, State Committee of National Security of the Kyrgyz Republic, Federal Security Service of the Russian Federation, National Security Service of the Republic of Uzbekistan, representatives of the CIS statutory and specialized agencies of branch cooperation, including Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of CIS member-states, Coordination Service of the Council of the Commanders of the Border Forces, regional international organizations involved in counter-terrorism such as Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization (SCO RATS) and Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC).

The main topics of discussion have included counteraction to terrorism and violent extremism in the Commonwealth states, its prevention under rising common threats posed by international terrorist organizations "Islamic State", "Jabhat al-Nusra", "Taliban Movement", "Turkistan Islamic Party - Islamic Movement of Uzbekistan" and others.

The participants of the V Regional expert consultations have paid particular attention to the burning issues of counteraction to the spread of radical Islam among the population as well as recruiting operation of the international terrorist organizations; specificity of organization of interaction of the relevant bodies of the CIS member-states with representatives of the clergy and religious institutes; role and place of the contemporary education system in solving the problems to counteract the spread of religious extremism and terrorism as exemplified by the CIS states of the Central Asian region.

The proposals and recommendations on coordinated operation of the security agencies, special services and law enforcement of the CIS member-states in ensuring national security aimed at reduction of terrorist threats and other violent manifestations of extremism in the Commonwealth states have been incorporated into the Outcome document.
