IV Regional expert consultations of the representatives of the counter-terrorism and counter-extremism practice units of the security bodies, special services and law-enforcement agencies of the CIS member-states (Bishkek, 12-13 оf November).

The IV Regional expert consultations of the representatives of the counter-terrorism and counter-extremism practice units of the security bodies, special services and law-enforcement agencies of the CIS member-states were held on the base of the CIS ATC representative office in the Central Asian region (Kyrgyz Republic) on 12-13 November 2014.

The main topics for discussion included organization of interaction of the competent authorities of the Commonwealth states in counteracting security threats related to recruiting activity of the international terrorist organization; prevention of religious radicalization; results of work of the temporary working group on monitoring situation in the Central Asia formed amid the withdrawal of the International Security Assistance Force from the Islamic Republic of Afghanistan; increase of efficiency of interaction in interstate search of individuals who committed crimes of terrorist and extremist nature and hiding from criminal prosecution or judicial sentence execution.

In his address at the opening of expert consultations Deputy Head of CIS ATC colonel M. Abdyraev stressed that identification of the citizens of the Commonwealth states, who participated and keep participating in illegal armed groups overseas, for the purpose of timely identification and prevention of their possible unlawful (terrorist and extremist) activity remained a vital task for the security agencies, special services and law-enforcement authorities of the CIS member-states.

The CIS ATC and ICPO-INTERPOL Joint Project "Capacity Enhancement of the Law-Enforcement Agencies of the Commonwealth of Independent States of the Central Asian Region to Prevent and Combat Terrorism" was presented within the framework of improvement of cooperation. 

The Project which is planned to be implemented in the next few years includes a complex of activities aimed at expanding communication, technical and information capacities of the law-enforcement agencies and contains advanced training programs for the personnel.

The outcome document was elaborated upon the results of the event and reflected proposals and recommendations for operation of the security agencies, specials services and law-enforcement authorities of the CIS member-states which are aimed at reduction of terrorist threats and other violent forms of extremism.

Participants of the IV Regional expert consultations included delegates from the Ministry of National Security of the Republic of Azerbaijan, Committee of National Security of the Republic of Kazakhstan, State Border Service, State Committee of National Security and Ministry of Interior of the Kyrgyz Republic, Russian Federal Security Service, State Committee of National Security of the Republic of Tajikistan, National Security Service of the Republic of Uzbekistan; representatives of the Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of CIS member-states, Coordination Service of the Council of the Commanders of the Border Forces, and Council of the Heads of Financial Intelligence Units of the CIS member-states.
