The event brought together delegations of the security agencies and special services of the CIS member-states (Azerbaijan’s State Security Service, Armenia’s National Security Service, Belarus’s State Security Committee, Kazakhstan’s National Security Committee, Kyrgyzstan’s State Committee of National Security, Moldova’s Intelligence and Security Service, Russia’s Federal Security Service, Tajikistan’s State Committee of National Security, Turkmenistan’s Ministry of National Security, Uzbekistan’s National Security Service), CIS statutory institutions and branch cooperation bodies (Executive Committee, Secretariat of the Ministers of Defense Council, Coordination Service of the Council of the Commanders of Border Forces, Council of the Heads of Financial Intelligence Units, Office for Coordination of the Fight Against Organized Crime, Interstate Aviation Committee), international organizations (Executive Committee of the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization, Secretariat of the Collective Security Treaty Organization), concerned representatives of defense, law enforcement and government authorities of the Russian Federation (Federal Service of National Guard Troops, Ministry of Interior, Ministry of Defense, Prosecutor General Office) and academia.
The agenda of the first day focused on discussion key issues of organization of cooperation of the CIS security agencies and special services in combating terrorism and other violent manifestations of extremism.
The participants outlined the trends of terrorist threats under deteriorating situation in the Syrian-Iraq and Afghan-Pakistan areas, made a forecast of developing situation and reviewed possible forms of terrorist manifestations at the Commonwealth’s external borders, discussed issues of informational exchange and touched the problems of countering recruitment operations.
The Head of the CIS Anti-Terrorism Center Colonel-General of Police Andrey Novikov named identifying and shutting down illegal migration channels, terrorists’ financing and resources as well as strengthening border control, including on the CIS internal boundaries, as the main directions of joint efforts of the Commonwealth’s relevant authorities.
In the course of the meeting, the participants have reviewed some issues of organization and conduct of the CIS security agencies’ and special services’ joint anti-terrorism exercise "Dushanbe-Antiterror-2017", as well as a preceding joint staff command exercise.
The joint anti-terrorism exercise is scheduled for May-June this year in the territory of six CIS member-states, and the Republic of Tajikistan will be hosting its final stage. The second day of the meeting on 16 February was arranged in the form of learning and teaching training dedicated to "Interaction of representatives of national anti-terrorism centers with national and foreign mass media". Leading experts in the field of journalism and psychology were among the external experts.
An Outcome document has been adopted following a two-day work.
