III Meeting of the heads (chiefs of staff) of the national anti-terrorism centers of the CIS member-states

The meeting was attended by representatives of the national anti-terrorism centers (headquarters), counter-terrorism units and anti-terrorism special units of 10 Commonwealth member-states, authorised representatives of the CIS member-states at CIS ATC, official representatives of security bodies and special services of the CIS member-states to the Russian Federation, representatives of the CIS Executive Committee,

Executive bureau of Council of the Heads of Security Bodies and Special Services of the CIS member-states, Coordination Service of the Council of the Commanders of the Border Forces, Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of CIS member-states, Secretariat of the Council of the Ministers of Defense, Committee of the Heads of the Law-Enforcement Units of the CIS Customs Services, Collective Security Treaty Organization, Executive Committee of the Regional Anti-Terrorism Structure of the Shanghai Cooperation Organization, Russian Ministry of Interior, Office of the National Anti-Terrorism Committee, Special Equipment center of the Russian FSB, FSB Academy of Russia. Subject of the meeting: "Topical forms of interaction between the CIS ATC and ATCs of the CIS member-states".

The meeting was conducted with the aim to improve efficiency of anti-terrorism activity in the Commonwealth, analyse emerging risks of extremist and terrorist activity under contemporary conditions, elaborate those topical forms of interaction of the CIS ATC and national anti-terrorism centers of the CIS member-states which would meet the real situation on the ground.

The participants discussed: - new trends of terrorist and extremist threats in the CIS member-states; - issues of legal, methodological and management support of staff command exercises as a form of training of personnel of anti-terrorism units of the security bodies, special services and law enforcement of the CIS member-states;

- burning issues of improvement of information exchnage between CIS ATC and security bodies, special services and law enforcement of the CIS member-states;

- main provisions of the Draft Program of cooperation of the CIS member-states in combating terrorism and other violent acts of extremism for 2011-2013. An outcome document was adopted as a follow-up of the meeting.
