IX Meeting of the heads (chiefs of staff) of the national anti-terrorism centers of the CIS member-states on "Topical Directions of Counter-Terrorism Cooperation between Competent Authorities" (10 February, 2016, Moscow)

The meeting brought together delegates of the security bodies and special services of the CIS member-states, including Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Moldova, Russian Federation, Tajikistan and Republic of Uzbekistan, CIS Executive Committee, Coordination Service of the Council of the Commanders of the Border Forces, Office for the Coordination of the Fight Against Organized Crime, and Interstate Aviation Committee.

The discussions focused on the issues essential for organization of interaction of the CIS competent authorities in fight on terrorism and extremism.

The Meeting participants discussed the trends and made a forecast of development of the operational situation in the Commonwealth states amid the increase in activity of the terrorist and extremist organizations.

The experts placed detection and liquidation of the terrorist sleeper cells; closure of irregular migration, terrorist financing and support channels; reinforcement of border control; carrying out of joint interstate search for persons wanted for terrorist and extremist offences as well as persons who have left the Commonwealth states to participate in combat operations and who may return to the countries of origin, including through the migration channels, in the list of the main directions of counter-terrorism and counter-extremism cooperation in the CIS.

At the Meeting the participants addressed improvement of the mechanism of interstate search for persons who had committed terrorist offences and were fleeing from prosecution or execution.

The participants underlined importance and necessity to continue active work in this direction with due regard to practical mechanisms elaborated in compliance with the effective Treaty of the CIS Member-States on Cooperation in Interstate Search for Wanted Persons.
