The Council of the Heads of States of the Commonwealth of Independent States decides:
1. To establish the Commonwealth of Independent States Anti-Terrorism Center (herein after referred to as the Center).
2. To approve substantially the Regulation on the Commonwealth of Independent States Anti-Terrorism Center (enclosed).
3. To instruct the Council of the Heads of Security Agencies and Intelligence Services of the CIS Member-States, the Head of the Center in consultation with the Council of the Ministers of Foreign Affairs and Economic Council of the Commonwealth of Independent States to prepare and bring the final draft of the Regulation on the Center, as well as proposals for the Center’s staff and structure, procedure and possible amount of financing of the Center’s operation and sources of financing before the Council of the Heads of States of the Commonwealth of Independent States.
4. This Decision enters into force from the date of its signature.
Made in Moscow on 21 June 2000 in one original copy in the Russian language. The original copy is kept in the Commonwealth of Independent States Executive Committee which shall send its certified copy to each signatory State.
