September 3 is the Day of Solidarity in the Fight against Terrorism In Russia. This day is dedicated to the tragic events in Beslan, where the school No. 1 was captured by terrorists on 1-3 of September, 2004.
334 people became victims of terrorist attacks, 186 of them were children. This monstrous and cynic terrorist attack struck everyone. During the assault, many Federal Security Service and Interior Ministry officers who rescued hostages from the captured school were killed and injured.
Today’s Russian memorial date symbolizes the unity of the state and society in the fight against terrorist threat. On this day, we remember the victims of terrorist attacks and honor those who have died in the line of duty.
Today terrorism has become an instrument for solving geopolitical problems. It is a direct threat to the security of Russia and other countries of the Commonwealth of Independent States.
In their successful actions, the forces of the Syrian Arab Republic supported by the Armed Forces of the Russian Federation broke the backbone of an international terrorist organization hypocritically calling itself the "Islamic State", which planned global hegemony. However, having lost its fighting capacity, it continues to conduct an aggressive propaganda campaign and involve other elements of its destructive terrorist network. Today we see how ISIS tries to build a new strongpoint in Afghanistan, getting directly to the borders of our states.
A special emphasis on recruitment propaganda activities of international terrorist organizations is aimed at the creation of the structure of so-called "youth wing" that threatens public security and traditional principles.
The common understanding of all these factors determines the common plans of the CIS member-states to strengthen and build up antiterrorist cooperation. In the Commonwealth, joint activities are being successfully implemented. These activities are aimed to identify and close the channels of illegal migration, financing and providing resources for terrorists; there are joint activities for interstate search for persons who have committed crimes of a terrorist and extremist nature, and participants of armed hostilities returning to the countries of origin.
Now countering of terrorist aggression is the task not only of defense and law enforcement agencies, but the society as a whole. This work involves various institutions of civil society, including educational organizations, which are not only the place of education, but also of socialization, formation of civic position and world outlook of young people.
In the Commonwealth countries, we have a common understanding of characteristics and tactics of terrorist group actions, of key items concerning the methods to eliminate threats. Realization of this potential makes it possible to identify, assess and eliminate these challenges on a new qualitative level, to minimize the consequences of their emerging for national and collective security of the CIS countries.
On the Day of Solidarity in the Fight against Terrorism, the CIS Anti-Terrorism Center emphasizes the commitment of all CIS member states to common strategic approaches to combating terrorism stated in the UN Global Counter-Terrorism Strategy, and declares its desire to continue and improve the work for consolidating the efforts of the competent authorities and civil society of the Commonwealth countries to effectively combat terrorism and maintain peace and security of our countries.
