Aibek Kutmanov

(a representative of the Border Troops Commanders’ Council). A Citizen of the Kyrgyz Republic.

Born on August 24, 1975 in vil. Khilya, Leninskiy district, Osh Oblast, Kyrgyz SSR.

He obtained a higher education. Graduated from the Central Officers’ Course of Training and Advanced Training of Aviation Staff (1995) and Osh State University (2001). Passed advanced training in FSB Academy of Russia (2008), PLA Academy of China (2010) and Russian Military Academy of General Staff (2018).

Since 1995 A. Kutmanov served at different operational positions in the units of the Ministry of Defense, State Committee of National Security, State Border Service of the Kyrgyz Republic. He rose through the ranks from a platoon commander to the Chief of the Main Operational Directorate of the Kyrgyz State Border Service.

A. Kutmanov was awarded state decorations of the Kyrgyz Republic, including a medal “Erdik” (Courage), Honorary Certificate of the President of the Kyrgyz Republic “For Distinguished Fulfilment of Military Duty”, as well as departmental and inter-departmental awards.

A. Kutmanov was appointed as Deputy Head of the Commonwealth of Independent States Anti-Terrorism Center by the decision of the Council of the Heads of the CIS Governments as of May 29, 2020.

His tour of duty was extended for three years by the decision of the Council of the Heads of the CIS Governments as of June 8, 2023.
