Born on 30 September 1967 in vil. Burunday, Iliyskiy district of the Almaty Region.
Graduated from Kazakh State University named after S.M. Kirov in 1991.
Since 1996 Zh. Saipoldayev served in operational and leadership positions in the security agencies of the Republic of Kazakhstan, rose through the ranks from a junior criminal investigator to the Chief of Cabinet of Antiterrorism Center of the Republic of Kazakhstan.
Zh. Saipoldayev was awarded state decorations of the Republic of Kazakhstan, including "Aibyn" Order (Order of Valor) of grade II, “Zhauyngerlik erligi ushin” medal (For Military Virtue), as well as departmental and inter-departmental awards.
Zh. Saipoldayev was appointed as First Deputy Head of the Commonwealth of Independent States Anti-Terrorism Center by the decision of the Council of the Heads of the CIS Governments as of May 31, 2019.
His tour of duty was extended for three years by the decision of the Council of the Heads of the CIS Governments as of May 20, 2022.
