CIS ATC ATTENDED THIRD UNITED NATIONS HIGH-LEVEL CONFERENCE ON COUNTER-TERRORISM


The CIS ATC’s delegation led by its Head Colonel General Evgeny Sysoev took part in the Third United Nations High-Level Conference on Counter-Terrorism in New York, USA on June 19-20, 2023.

More than 1000 participants representing 160 Member States, 23 regional and international organizations, 23 United Nations entities, as well as 135 institutions from academia, civil society, and the private sector attended the conference in person. Held under the theme of “Addressing Terrorism through Reinvigorated Multilateralism and Institutional Cooperation”, the two-day event presented an opportunity to exchange experiences and discuss critical thematic issues in countering terrorism and preventing and countering extremism.

The conference featured four plenary sessions dedicated to multilateral counter-terrorism cooperation, assessment of current terrorist threats and trends of their development, building of efficient institutes and mechanisms to prevent criminal activity in the evolving global terrorism landscape.


In his statement at the third session the CIS ATC’s Head noted maintained activity of terrorist organizations operating in Afghanistan, Syria, Iraq and some other states of the Middle East, expanding propaganda of extremist ideas in the information space aimed to radicalize youth and provoke ethno-confessional conflicts, as well as proliferating misanthropic views and attempts to integrate ideas of mutual hate based on national and religious ground which are alien to the traditional cultures.

He drew attention of the participants to the strengthening terrorist threat due to rising risks of trafficking of arms, ammunition and other weapons from the conflict zones, criminal use of latest information and technical advantages, including artificial intelligence and “deepfake” technologies, unmanned and other robotic systems.


The Center’s Head held meetings with Under-Secretary General, Head of UN Office on Counter-Terrorism Mr. Vladimir Voronkov, Coordinator of UNSC Analytical Support and Sanctions Monitoring Team Mr. Justin Hustwitt, Director and Chief of Branch at Counter-Terrorism Committee Executive Directorate Mr. David Scharia.

The UN representatives noted the high level of analytical products shared by the CIS ATC with the UN entities, including those used to prepare UN Secretary General’s reports, and expressed their gratitude for the Center’s efficient work in the CTED’s assessment visits conducted to the member-states.

The parties discussed the current status and results of cooperation and prospects of its further development.
