A Common Position of the Shanghai Cooperation Organization Regional Anti-Terrorism Structure, Commonwealth of Independent States Anti-Terrorism Center and Secretariat of the Collective Security Treaty Organization on countering terrorism and extremism was signed at the CSTO’s headquarters in Moscow on February 16, 2022.
The signing ceremony was attended by Director of the Executive Committee of the Shanghai Cooperation Organization Regional Anti-Terrorism Structure R. Mirzaev, Head of Commonwealth of Independent States Anti-Terrorism Center E. Sysoev and Secretary General of the Collective Security Treaty Organization S. Zas’.
The document declares common approaches to countering international terrorism, the Parties’ support to Security Council Resolution 2354 (2017) on countering the spread of terrorist ideas, and implementation of the UN Global Counter-Terrorism Strategy requirements with regard to addressing the conditions conducive to the spread of terrorism, preventing and combating terrorism, as well as undertaking measures for de-radicalization and elimination of the breeding ground for terrorism.
The Parties attach great importance to consolidating efforts of the entire world community and advocate for building a broad anti-terrorism coalition under the UN auspices within the framework of coordinated efforts of the international community in countering terrorism.
The Parties consider it necessary to undertake effective collective measures to prevent and curb distribution and propaganda of the terrorist and related radical ideology, including religious extremism, incitement to terrorism and recruitment into terrorist and extremist organizations while attaching great importance to countering the use of Internet by terrorist organizations.
The Parties pay attention to the importance of adopting coordinated measures against participants of armed conflicts on the side of international terrorist organizations, including those relocating to the countries of origin or third countries.
Within the common approach the Parties intend to strengthen interaction and promote closer cooperation of the SCO member-states, CIS member-countries and CSTO member-states in combating terrorism, including legal assistance in searching and prosecuting terrorists and their associates, increasing the level of cooperation for peace and security of the peoples of the states and regions of the organizations.
