On 29 September 2020, the CIS ATC’s representatives attended the IV working meeting of the expert group to discuss burning issues of activity of the Council of the CIS member-states penitentiary services. The meeting was held online at the CIS Executive Committee.
The meeting participants discussed a number of issues of priority activities in the penitentiary field, including countering recruitment by individuals sentenced for terrorist and extremist crimes.
The meeting participants agreed to continue working jointly with the CIS ATC to develop joint measures of countering recruitment and spread of violent extremism and terrorism in the penitentiary institutions with due consideration of the practice of the penitentiary services of the CIS member-states.
In 2019 the CIS ATC and Council of the CIS member-states penitentiary services signed a protocol for cooperation of the signatories under their mandate in the field of countering terrorism, extremism in the penitentiary field as well as in other lines of activity of mutual interest. The Protocol envisages mutual sharing of information, rendering consulting services and carrying out joint activities.
Since 2015 the CIS Anti-Terrorism Center in the cooperation with the penitentiary services of the CIS states and the Council of the CIS member-states penitentiary services have been carried out integrated search operation “Tral-Antiterror – Identification” aimed to identify, search and apprehend the fugitives wanted for terrorist and extremist crimes.
