HEAD OF CIS ATC COLONEL GENERAL OF POLICE ANDREY NOVIKOV PARTICIPATES IN THE MEETING OF THE COUNCIL OF THE HEADS OF CIS PENITENTIARY SERVICES

The online event brought together representatives of the penitentiary services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan, CIS Anti-Terrorism Center and Office for a Fight on Organized Crime and Other Dangerous Types of Crime in the CIS States.

The agenda included inter alia improvement of information exchange between penal services of the CIS member-states in the course of interstate search for wanted.

In his statement the CIS ATC Head said that the Center with the support of the CIS branch bodies had created and test-proved an efficient system of interstate search for fugitives wanted for terrorist and extremist offences and fleeing from prosecution or execution.

According to Andrey Novikov, a high level of mutual understanding and engagement of the CIS security agencies and intelligence services, police and border agencies into all legal procedures had been gained over the years.

“We received a systematic support in practical implementation of interstate search technology from the Coordinating Service of the Border Troops Commanders’ Council, Office for a Fight on Organized Crime and Other Dangerous Types of Crime in the CIS States, Council of the Heads of Financial Intelligence Units, however the effectiveness of the search for fugitives who committed terrorist and extremist offences has gained a new momentum when the Council of the Heads of Penitentiary Services (SRPS) came on the scene”, he added.

The CIS ATC and SRPS signed a Protocol of Cooperation on 10 December 2019 proving frameworks of cooperation between the parties within their competence in the fight on terrorism, extremism in the penal sphere. The Anti-Terrorism Center and the Council have held a number of expert and research events and consultations on most burning lines of information exchange and training.

A Procedure for coordinated interstate search for fugitives wanted for terrorist and extremist offences, which had been elaborated by the CIS ATC and SRPS, became a joint initiative of the parties aimed at ensuring efficient cooperation in the fight on terrorism and extremism. The document has been reviewed by the Council and approved by its decision.
