CIS ATC ATTENDED 52ND MEETING OF THE COUNCIL OF HEADS OF SECURITY AGENCIES AND SPECIAL SERVICES OF THE CIS MEMBER-STATES


The CIS Anti-Terrorism Center’s delegation led by its Head Colonel General E. Sysoev took part in the 52nd meeting of the Council of Heads of Security Agencies and Special Services of the CIS Member-States in Minsk on June 1, 2023.

The CIS ATC’s Head presented the results of implementation of the Program of Cooperation of the CIS Member-States in Combating Terrorism and Extremism for 2020-2022 and progress of the Center’s work in 2022.

Last year the CIS ATC organized the XV meeting of the heads of national anti-terrorism centers and XII regional expert consultations of representatives of the security agencies with a view to improve the mechanism of cooperation between the Commonwealth competent authorities.

The Center continued to coordinate its activities with the special representatives of the Commonwealth states having organized four quarterly meetings.

In the legal sphere the Center focused on further development of the model legislation and legal frameworks of cooperation. Thus, the CIS member-states elaborated in cooperation with the CIS ATC 7 model acts, including a law “On National Security”.

The joint measures taken by the competent authorities to identify and prevent acts of terrorism and extremism became more efficient. Significant work was made to block terrorist travel routes. Collective efforts were taken to intercept the channel of illegal trafficking of weapons. Work continued to prevent proliferation of radical ideas.

The efforts of the Commonwealth states were aimed to restrict access to Internet resources with illegal content, block web-sites and remove materials designated as terrorist and extremist.
The Center assisted the coordinated search operations of the competent authorities which resulted in the arrest of 37 and identification of 30 persons involved in terrorist activity. The Center coordinated the conduct of the annual anti-terrorist exercise “Commonwealth-Anti-Terror – 2022”.

The analytical work of the CIS ATC resulted in preparation of 27 materials on topical counter-terrorist and counter-extremist issues, including a Catalogue of special weapons and materiel used in flight on terrorism. 

The Center conducted researches aimed to improve counter-extremism legislation, preventive activities, counteraction to terrorist recruitment in penitentiary institutions, etc. The Center held 2 meetings of its Scientific and Advisory Council and took part in 14 scientific events at the international and regional venues.

The Center increased its cooperation with the global partners having attended 32 events of 6 international organizations, including 12 events of the UN.
