CIS ATC PARTICIPATED IN THE 51-ST MEETING OF THE COUNCIL OF THE HEADS OF SECURITY AGENCIES AND SPECIAL SERVICES OF THE CIS MEMBER-STATES


The delegation of the Commonwealth of Independent States Anti-Terrorism Center led by its Head Colonel General E.S. Sysoev took part in the 51st meeting of the Council of the Heads of Security Agencies and Special Services of the CIS Member-States in Moscow on October 26, 2022.

The CIS Head presented reports on the outcomes of the joint anti-terrorism exercise of the CIS competent authorities “Commonwealth-Anti-Terror – 2022” and the Center’s activities scheduled for 2023.

E.S. Sysoev informed the Council members that the exercise was conducted by the National Anti-Terrorism Committee with the coordinating support of the CIS Anti-Terrorism Center with participation of the security agencies of 7 states, including Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.

The exercise allowed mastering of the mechanisms of inter-state and inter-agency cooperation and information exchange between the special services, carrying out check anti-terrorist protection of the critical infrastructure facilities of the CIS states. The exercise goals were achieved and tasks were fully accomplished.

In his report on the planned activities the CIS ATC Head noted that the CIS Anti-Terrorism would aim to properly implement the activities envisaged by the Program of cooperation of the Commonwealth states in countering terrorism and extremism for 2023-2025 approved by the Council of the Heads of CIS States on October 14, 2022.

The organizational-legal activities will focus on elaboration of the CIS model legislation and legal frameworks of counter-terrorism cooperation. Work will continue within the frameworks of the Joint Commission on legislation harmonization in the field of security and countering of new challenges and threats, Standing Commission on defense and security at the CIS Inter-Parliamentary Assembly.

Special attention will be paid to improvement of the mechanism of cooperation of the Commonwealth competent authorities and interested CIS bodies within the framework the planned activities, including a joint anti-terrorism exercise to be conducted in the territory of Kyrgyzstan, Meeting of the heads of national anti-terrorism centers, Get-together of executives and Regional expert consultations.

The coordination-operational activities will cover rendering assistance to the competent authorities in inter-state search of wanted fugitives who committed terrorist offences.
