On 22 August 2019, the CIS Anti-Terrorism Center organized an instructional methods exercise at the Fuel and Energy Complex Integrated Security Department of the Gubkin Russian State University of Oil and Gas within the frameworks of preparation to the Ararat-Antiterror-2019 joint anti-terrorism exercise of the CIS competent authorities.
The event was attended by representatives of the CIS security and intelligence agencies, CIS ATC officers, executives and teaching team of the Gubkin University, as well as leading experts in security of critical infrastructure of the Russian companies, including Rosneft, Gazprom, Transneft, Lukoil, etc.
The meeting offered an opportunity to share views and expertise in counter-terrorism security of the energy facilities. The CIS Anti-Terrorism Center presented assessment of contemporary terrorist threats. The University experts familiarized the participants with the practice of organization of protection against external attacks available with the oil and gas companies and demonstrated computer generated simulation of critical infrastructure vulnerabilities and options to repel terrorist attacks on a training facility of the fuel and energy complex.
The Head of CIS ATC Colonel General of Police Andrey Novikov expressed his gratitude to the executives of the Gubkin University for their support of the CIS ATC’s events and efficient co-operation in a number of initiatives aimed to counter terrorist and extremist threats. He also stressed that participation of the management and leading experts of the specialized units of the oil companies had broadened focus on the issues of joint coordinated work aimed at counter-terrorism security of the FEC facilities in the CIS.
The Head of CIS ATC said that in present day conditions failure or breakdown of critical infrastructure facilities of the fuel and energy complex is one of the potential critical threats the state national security and the global nature of the energy industry and its significant impact on other industries of the world economy demand serious attention to elimination of vulnerabilities in organization of the critical infrastructure facilities’ protection.
The Ararat-Antiterror-2019 joint anti-terrorism exercise of the CIS member-states will be carried out in September this year in the territory of seven CIS states and will focus on security of the fuel and energy complex facilities.
The international exercise will involve security agencies and special services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Its two final stages will be held in the Republic of Armenia.
