The CIS ATC’s delegation led by the First Deputy Head Zhanat Saipoldaev took part in the International Conference on “Regulation of Combating Terrorist Use of Artificial Intelligence and Emerging Technologies”, organized by the CIS MPA in cooperation the UNOCT and International Committee of the Red Cross on April 17, 2025, in St. Petersburg.
The event was attended by parliamentarians of the CIS states, representatives of CIS bodies, international organizations, expert communities and civil society institutions.
The conference participants examined the existing and innovative methods of terrorist use of artificial intelligence (AI) and emerging technologies, regulation of AI use, including formation and development of model legislation, mechanisms for monitoring and supervising illegal use of AI.
Representatives of the CIS ATC spoke on “Legal comparativism in the CIS area in counteracting terrorist use of artificial intelligence” and “Regulation of the use of artificial intelligence and emerging technologies in the CIS model legislation”.
In his statement at the closure of the conference the head of the CIS ATC delegation noted that the AI technology develops rapidly and is ahead of legislative regulation and law enforcement practice both at the national and regional levels. Considering the extraterritorial nature of the threats, a timely unity of international efforts is required to form a system to meet security challenges in this area, he added.
