The CIS Anti-Terrorism Center constantly renders assistance to the CIS member-states in inter-state and international search of wanted persons who have committed terrorist offences and flee from prosecution or execution of court judgements.
As part of this work, a set of measures is carried out, which includes the formation and maintenance of an up-to-date list of wanted persons, identification of their possible hide-outs, and conduct of coordinated search operations.
This work is based on an algorithm which engages the capabilities of the specialized agencies of the Commonwealth member-states (security and law enforcement agencies, financial intelligence, migration control, penal services, etc.).
In addition, the CIS ATC maintains a Specialized Data Bank including thematic information files which contain information on the wanted persons and their photo library (including on foreign terrorist-fighters).
The CIS ATC annually organizes and conducts:
• Series of coordinated search measures (CSMC) "Tral-Antiterror" with the participation of security agencies, special services and law enforcement authorities of the CIS member-states.
• Series of coordinated investigative measures (CIMC) “Identification” carried out with the participation of the Council of Heads of Penitentiary Services of the CIS member-states.
The CIS ATC renders information support to:
• Interstate operational-preventive operation “Search” under the auspices of the Council of Ministers of Internal Affairs of the CIS member-states.
• Joint Special Border Operations (JSBO) under the auspices of the Council of the Council of the Commanders of the Border Forces.
• Operations of financial intelligence units of the CIS member-states “Barrier” aimed to identify persons involved in financing of terrorist activities and conducted under the auspices of the Council of Heads of Financial Intelligence Units of the CIS member-states.
