In pursuance of the Program of cooperation of the CIS member-states in combating terrorism and other violent manifestations of extremism for 2017-2019, the State Committee of National Security of the Kyrgyz Republic with the coordinating role of the CIS Anti-Terrorism Center organizes a Get-Together of the Senior Executives of the Anti-Terrorism Units of the Security Agencies and Special Services of the Commonwealth States "Issyk-Kul Antiterror-2018".
The Get-together is held in the territory of the Kyrgyz Republic with the strong support of the State Committee of National Security and government agencies of the Republic.
On behalf of all of us I would like to thank the SCNS of the Kyrgyz Republic and its head Idris Kadyrkulov for a warm welcome and favourable environment for our joint work.
The Get-together is attended by
· delegates of the security agencies, special services and law enforcement authorities of eight CIS member-states, including Azerbaijan Republic, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan;
· representatives of of the CIS statutory and specialized agencies of branch cooperation, namely CIS Executive Committee, Office for the Coordination of the Fight Against Organized Crime and Other Dangerous Types of Crime on the Territory of CIS member-states, Coordination Service of the CIS Council of the Commanders of the Border Forces, Secretariat of the Council of the CIS Defense Ministers, Council of the Heads of Penal Services, Coordination Council of the General Prosecutors, Council of the Heads of Financial Intelligence Units of the CIS member-states, CIS Interstate Aviation Committee;
· representatives of the CTSO, Executive Committee of RATS SCO and и CARICC;
· representatives of the Ministries of Defence of the Republic of Armenia, Russian Federation, Republic of Kazakhstan, Kyrgyz Republic; Ministries of Interior of the Kyrgyz Republic and Russian Federation.
Dear colleagues!
We have approached the opening the Get-together having gone through a preliminary preparation. Following the analysis of the developing operational situation we have decided while elaborating a plot of the joint anti-terrorism exercise to focus on the key problems which as agreed with the partners pose a real threat to security of both the Kyrgyz Republic and the Central Asian region in general.
Among those we see the attempts of international terrorist organization ISIL to establish a new foothold in the region to form a so called caliphate, to plant new "sleeper cells" and invigorate the existing ones.
We have considered the assessment made by the Executive Directorate of the UN Counter-Terrorism Committee saying that a dynamic arms-for-drugs trade is driven by the influx of surplus weapons from areas of political and civil unrest and aggravated by a number of under-protected borders.
Considering the current situation, we have conducted a first stage of the anti-terrorism exercise in the territory of seven states, including Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan from 4 to 6 September 2018. During the first stage we have practised coordinated actions of the units of the security agencies and intelligence services of the Commonwealth states aimed to identify and prevent operation of the so called sleeper cells of international terrorist organizations, channels of illegal arms and explosives trafficking intended for equipping extremist part of the population and terrorist attacks.
The second and third stages of the exercise are conducted in the territory of the Kyrgyz Republic from 25 to 26 September.
Those stages will include demonstration of operation of the republican operations center, combat operations aimed to release hostages and neutralize terrorists at the transport facility (Issyk-Kul international airport) as well as a tactical operation intended to block and eliminate large armed terrorist formations. This operations will be carried out at the military range Edelweiss of the Kyrgyz Armed Forces.
The practical actions will be traditionally supported by a scientific component. The agenda includes a meeting of the Scientific and Advisory Council at CIS ATC. It will be dedicated to the measures to prevent individuals linked to terrorist activity from entering into the CIS states through migration channels provoked by an armed conflict in the Middle East and suggests elaboration of the scientifically-based recommendations of applied significance.
I express firm belief that our joint work in the format of the Get-Together of the Senior Executives of the Anti-Terrorism Units of the Security Agencies and Special Services of the CIC States will be held in a constructive manner and will serve strengthening of security of our countries.
