Esteemed participants of the forum!
I cordially welcome you at the International Research and Practice Conference "Creating Educational Anti-Terrorism and Anti-Extremism Environment in Modern Universities" held with support of the Anti-Terrorism Center of the Commonwealth of Independent States.
The topic of today's event is relevant not just for Russia but the majority of the world countries. That is why experts of the international organizations involved in combating terrorism and other violent manifestations of extremism, including Organization for Security and Cooperation in Europe, CIS ATC, representatives of some countries of the Commonwealth of Independent States (Azerbaijan Republic, Republic of Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Russian Federation) take part in preparation and holding of the conference.
Terrorist acts, incitement of inter-ethnic and sectarian conflicts, rise in extremist manifestations, first of all among the youth, have recently become one of the main threats to the entire humanity.
The CIS countries are actively engaged in building international security system, constantly improve mechanisms of interaction of our states in preventing society radicalisation, make sustained efforts to study the root courses and conditions for shaping threats posed by international terrorist organizations, extremist and radical communities.
The Anti-Terrorism Center provides coordination of interaction between competent authorities of the CIS states in combating international terrorism and other manifestations of extremism and pays particular attention to the problem of youth involvement into terrorist and extremist organizations. The study of the problem has revealed that the young students who are the future of our countries are mostly becoming the object of destructive brainwashing and radicalisation. One of the main tasks we see is the necessity to find a common way to secure young generation of our students from this influence.
Holding the events like today bespeaks the understanding of the acuteness of the problem by the management of the universities, teaching staff of the institutes and universities, regional and city administrations.
I am as a Leningrader especially pleased that such an important event is held in my native city. Unfortunately due to the circumstances I am not able to participate personally in this forum but I am sure that qualified opinion, recommendations of the specialists who take part in the conference will promote development of understanding and cooperation in building anti-terrorism and anti-extremism environment in the universities and colleges of our countries, consolidation of health efforts of the society in providing its security and social development.
Let me wish the participants of the discussions to be conducted within the the framework of the conference to exchange best practices, for its further proliferation not just in Russia but in other Commonwealth states.
